Can anyone tell me the name of an old cartoon with a Goofy look-alike who has road rage?

I'm also looking for an old Betty Boop cartoon about cars in like a parking garage (I think I remember that correctly).

And I had an old VHS tape of a little girl who was kind of a brat in a blue dress. What was her name?

I've figured out the name of the little trouble-maker in the blue dress: Little Audrey.
